Bright sits at the gateway to Victoria's High Country — sealed roads right into a genuinely alpine-feeling valley town, with the old cattlemen's tracks (Wonnangatta, the Dargo High Plains Road) branching off into the hills for those with a properly equipped 4WD and off-road camper. It's a compact region by Australian touring standards — you can base in Bright for a week and day-trip most of the High Country's highlights.
The tracks themselves are genuine 4WD territory with real river crossings (the Wonnangatta River crossing is the best-known) and seasonal closures — Parks Victoria gates many of the higher routes over winter and into spring for snow and track-damage reasons. Bright and the sealed valley roads are open and caravan-friendly year-round.
Summer (December–March) is the only realistic window for the higher 4WD tracks; the town itself is worth visiting in autumn too, when the valley's introduced deciduous trees turn — a rare sight in Australian touring country.
